What it is

The Food Action Plan is a $30,000 planning project. The Town has not published a scope for it.

A 2023 motion proposed that the plan look at the role of the Town and community in protecting local food security. It also named pressures like climate change, food prices and supply chains. That motion was later withdrawn. Instead, the Environment and Sustainability Committee's ideas for the plan went to the fall 2025 planning session.

The plan was scheduled for 2026. On July 23, 2025, Council moved it to 2027 as part of the Eaglecrest funding plan. The resolution says each deferred item waits one year, or until the Strategic Initiatives Reserve is paid back from future land sales.

What happened

  1. May 3, 2023A motion on food security topics for the plan, then scheduled for 2026, was put before Council.
  2. November 10, 2023The planning committee noted the Town would consider starting the plan before 2026 if chances arose.
  3. October 2, 2024Council withdrew the 2023 motion. It sent the committee's ideas for the plan to the fall 2025 planning session. Both votes were unanimous.
  4. July 23, 2025Council moved the $30,000 from 2026 to 2027 (4–1, Councillor Harrison opposed).
  5. April 1, 2026The 2026–2030 Financial Plan shows $30,000 in 2027.

Why it matters

  • A related item, $30,000 for community gardens, has been planned for 2028 since 2023. Council unanimously kept it there in December 2025.
  • In March 2026, Council supported a farmers' market nutrition coupon program for lower-income households, according to PQB News. That is separate from this plan.
  • Staff said the Qualicum Commons lease and the Eaglecrest purchase were not in their work plans for 2025 or 2026, so other planned work had to move.
  • The 2026–2030 Financial Plan says Council's ability to go ahead with 2027 and later initiatives depends on paying back the Strategic Initiatives Reserve.
