What it is

This is a $10,000 public education campaign. It would tell residents about the environmental and health benefits of switching from gas-powered outdoor equipment to electric. It would include a workshop and demonstration at the Town's Public Works Open House.

Council approved it for 2027 in December 2024. On July 23, 2025, Council moved it to 2028 as part of the Eaglecrest funding plan. The resolution says each deferred item waits one year, or until the Strategic Initiatives Reserve is paid back from future land sales.

What happened

  1. October 21, 2024The idea came to strategic planning as a new proposal. The committee unanimously recommended $10,000 in 2027.
  2. December 11, 2024Council adopted the recommendation.
  3. July 23, 2025Council moved the $10,000 from 2027 to 2028 (4–1, Councillor Harrison opposed). A related new idea, paired with noise bylaw changes, was pushed to the 2027 planning session.
  4. October 24, 2025The planning slides marked that related idea for deletion, noting the financial plan already included the item.
  5. April 1, 2026The 2026–2030 Financial Plan shows $10,000 in 2028.

Why it matters

  • A draft of the Environment and Sustainability Committee's climate matrix also suggests the Town consider phasing out its own gas-powered equipment, especially two-stroke engines.
  • The records do not say whether noise bylaw changes are part of this $10,000 item.
  • Staff said the Qualicum Commons lease and the Eaglecrest purchase were not in their work plans for 2025 or 2026, so other planned work had to move.
  • The 2026–2030 Financial Plan says Council's ability to go ahead with 2027 and later initiatives depends on paying back the Strategic Initiatives Reserve.
