What it is

The Town owns 2.2 hectares (about 5.4 acres) at Bennett Road and Ravensbourne Lane. It has named this land as a possible site for affordable housing.

This item covers early work in two phases of $10,000 each. It depends on a housing partner organization that would draw up plans and take part in public consultation. Managing construction would need a separate plan and budget later.

Staff said this work should follow the Official Community Plan review (the Town's long-range land-use plan) and a strategy on ways to make market housing more affordable.

What happened

  1. April 12, 2023Mayor Westbroek reported discussing options for developing 8 acres of Town land by Ravensbourne Lane into tiny homes or mobile homes.
  2. November 10, 2023Staff noted the phases had been pushed from 2025–2026 to 2027–2028 because of the Province's housing announcement. The Committee moved them back to 2025–2026 and noted the Town would consider starting earlier.
  3. October 21, 2024With no housing partner found, staff recommended starting in 2027 instead of 2025. The Committee agreed, with Councillors Harrison and Young opposed.
  4. December 11, 2024Council moved the start to 2027, after land uses are considered in the 2025 Official Community Plan review. Councillors Harrison and Young opposed.
  5. July 23, 2025Council moved Phase 1 from 2027 to 2028 and Phase 2 from 2028 to 2029, as part of the Eaglecrest funding plan (Resolution 25-180, carried 4–1, Councillor Harrison opposed).
  6. April 1, 2026The adopted 2026–2030 Financial Plan shows $10,000 in 2028 and $10,000 in 2029.
  7. July 15, 2026Council received the Ways to Achieve Attainable Market Housing Plan, which staff had called a first step before this item. Next steps were sent to 2027 strategic planning. Carried unanimously.

Why it matters

  • This item has moved several times. Earlier plans had it in 2024–2025, then 2025–2026, then 2027–2028. Only the July 2025 move was part of the Eaglecrest funding plan.
  • Neither phase builds housing. The $20,000 is for planning work with a partner.
  • The Town's audited statements show its affordable housing reserve at $450,000 at the end of 2024 and nothing at the end of 2025. The Town's Financial Plan groups that reserve with its community amenity contribution reserves, and the Eaglecrest plan used $650,000 from community amenity contributions.
  • The 2026–2030 Financial Plan schedules $225,000 a year to be paid back into the affordable housing reserve in 2027 and 2028.
  • In public input for the 2026 housing plan, many people suggested clusters of tiny or mobile homes, including on Town-owned land.
