What it is

This project would look at the hours when deliveries can be made to businesses in the Town's commercial centre. The Town has not published a detailed description of it.

It has $20,000. It was first planned for 2026. In November 2023, staff listed it as moved to 2028 because of new provincial housing laws.

On July 23, 2025, Council moved it from 2028 to 2029 as part of the Eaglecrest funding plan (Resolution 25-180, carried 4–1, Councillor Harrison opposed).

What happened

  1. November 10, 2023Staff say the project moves from 2026 to 2028. A committee of Council asks for a report on how the delay affects new building in the commercial centre.
  2. 2025The 2025–2029 Financial Plan lists $20,000 in 2028.
  3. July 23, 2025Council moves it from 2028 to 2029 as part of the Eaglecrest funding plan (4–1).
  4. April 1, 2026The 2026–2030 Financial Plan lists $20,000 in 2029.

Why it matters

  • This project was delayed twice: first in 2023 for housing law work, then in 2025 by the Eaglecrest funding plan.
  • In 2023, a committee of Council asked for a report by December 6, 2023 on the effect of the delay. We did not find that report in the December 6, 2023 agenda.
  • The 2026–2030 Financial Plan says the Town borrowed $542,000 from the Strategic Initiatives Reserve for Eaglecrest, and expects to pay it back in 2027 and 2028 from Eaglecrest land sales.
