What it is

This study would look at how parking works in the uptown area. It could look at time limits, paid parking, enforcement, parking rules for new buildings, and spaces for people with disabilities.

Its full title is "Parking Management Strategy Including Review of Off Street Parking and Reserve Fund." It also reviews the Town's off-street parking fund bylaw and a paid parking permit plan for uptown businesses. In December 2024, Council set $42,000 for it in 2026.

On July 23, 2025, Council moved it from 2026 to 2027 as part of the Eaglecrest funding plan (Resolution 25-180, carried 4–1, Councillor Harrison opposed).

What happened

  1. November 10, 2023Staff propose a parking strategy for $20,000. The idea started with charging for parking at lots on the edge of uptown.
  2. November 10, 2023Staff say it moves to 2028 due to housing laws. A committee of Council moves it back to 2026.
  3. December 11, 2024Council combines three parking items and sets $42,000 in 2026: $12,000 from the Town's capacity funding and $30,000 from the Strategic Initiatives Reserve (unanimous).
  4. July 23, 2025Council moves it from 2026 to 2027 as part of the Eaglecrest funding plan (4–1).
  5. April 1, 2026The 2026–2030 Financial Plan lists $42,000 in 2027.

Why it matters

  • Council had moved this study earlier, from 2028 to 2026, in November 2023. The Eaglecrest funding plan then moved it to 2027.
  • Part of the $42,000 ($12,000) was set to come from the Town's capacity funding, not the Strategic Initiatives Reserve. The July 2025 list moved the whole $42,000.
  • In 2023, staff suggested the study could be combined with Phase 2 of the uptown mobility study.
  • The 2026–2030 Financial Plan says the Town borrowed $542,000 from the Strategic Initiatives Reserve for Eaglecrest, and expects to pay it back in 2027 and 2028 from Eaglecrest land sales. The plan also says work on 2027 and later initiatives depends on that repayment, and Council will set priorities at 2027 strategic planning.
