Uptown mobility study, phase 2

What it is

Mobility means how people get around: driving, walking, cycling, transit and parking. In 2023, Phase 1 of the uptown mobility study was combined with the design work for the Town's Bus Garage land downtown.

Phase 2 has $50,000. It was first planned for 2027. In November 2023, staff listed it as moved to 2028 because of new provincial housing laws.

On July 23, 2025, Council moved it from 2028 to 2029 as part of the Eaglecrest funding plan (Resolution 25-180, carried 4–1, Councillor Harrison opposed).

What happened

  1. March 2023Council raises the Phase 1 budget from $10,000 to $30,000 and adds a look at how Second Avenue West could ease parking pressure.
  2. May 2023The Town seeks a consultant for the Bus Garage design and mobility study, covering traffic, pedestrian safety, transit and parking.
  3. November 10, 2023Staff say Phase 2 moves from 2027 to 2028 due to the provincial housing announcement. A resident raises concern about downtown parking and delaying the study.
  4. July 23, 2025Council moves Phase 2 from 2028 to 2029 as part of the Eaglecrest funding plan (4–1).
  5. April 1, 2026The 2026–2030 Financial Plan lists $50,000 in 2029.

Why it matters

  • This project was delayed twice: first in 2023 for housing law work, then in 2025 by the Eaglecrest funding plan.
  • In 2023, staff suggested the Parking Management Strategy could be combined with Phase 2 of this study.
  • The records we read do not describe what Phase 2 would study.
  • The 2026–2030 Financial Plan says the Town borrowed $542,000 from the Strategic Initiatives Reserve for Eaglecrest, and expects to pay it back in 2027 and 2028 from Eaglecrest land sales.
