Who asked

Qualicum School District (Kwalikum Secondary). Brought to Council by Cllr Skipsey.

What they asked for

Town collaboration on a multi-purpose court at Kwalikum Secondary for basketball and other activities such as pickleball, hockey and soccer, usable by the community.

How the amount breaks down: The School District did not specify an amount.

Per staff (Nov 2025), no dollar amount or work plan was submitted. The $50,000 was staff’s own proposal in December 2025, linked to a plan to turn a school tennis court into pickleball courts. Council later dropped that plan, but the $50,000 stays in the budget for 2027.

What Council decided

$50,000 approved, but for 2027, through an agreement with Kwalikum Secondary.

How they voted: Mar 12: moved by Skipsey, seconded by Westbroek. Unanimous. Jul 23: moved by Skipsey, seconded by Young; carried, Harrison opposed. Nov 12 Committee of the Whole: two motions, moved by Skipsey and seconded by Vander Valk and Young. Both unanimous. Dec 17: moved by Skipsey, seconded by Vander Valk. Unanimous.

Reason given

Staff said school facilities are the School District’s responsibility; funding would be a grant-in-aid, which Town policy prohibits; and the Strategic Initiatives Reserve is fully allocated for 2026–2027.

Reasons are paraphrased from the minutes and staff reports, not direct quotes.
